Open Question: windows xp professional upgraded from sp 2 to sp3 and now my user accounts have gone?

I was having trouble with windows xp professional service pack 2 so i upgraded to SP3 and i have lost all of my settings, files and old users, if that makes sense? If i go to C:\Documents and Settings i can still see the users and all the files there and in C:\Program Files all my programmes are there but how do i get it back to how it was before with the correct administrator and everything where it should be? The computer is an AMD Athlon, 2.08GHz and 1.18gb ram.

Just got my first commission as a freelance interior designer (in UK) and I am at the end of my wits with compiling all the paperwork... and the public liability insurance. First of all, what's the difference between public liability and professional indemnity insurance? Second - do I really need one? I mean, I know it's risky not to have one, but i suppose it's my risk, not my client's, isn't it? Is it absolutely mandatory to have insurance when you provide this service? Is it illegal not to have one? Help please, I am almost drowned in all this legal stuff.
